A wastewater management engineer based in Madison, Wisconsin, he had returned to Canada, where his wife and children lived, for a few weeks last October for a routine visit. Travelers to the U.S. from the Calgary airport go through customs and passport control at a U.S. Customs and Border Protection checkpoint at their point of departure, in Canada, before boarding. Toghraei, 53, a Canadian citizen of Iranian background, had gone through this process many times before without incident.
